Job Responsibilities
Performs and/or coordinates complex professional duties in the creation and maintenance of accounting records, the verification and documentation of financial transactions, or the preparation and management of agency budgets. Serves as Senior Accountant for the Budget & Finance Department. Responsible for maintaining the budgetary functions of the Agency to include: budget requests, grant/Cooperative Agreement budgets, Capital Projects budgets, transfers, requesting additional Federal and other budget authority, preparing and submission of the Report of Federal/Other Financial Assistance Report (GCR), and preparing and submission of the Federal Program Report (FPR). Performs and/or coordinates complex professional duties in the creation and maintenance of accounting records, and the verification and documentation of financial transactions. Responsible for approving all General Ledger accounting entries to include accounts payable, accounts receivable, and journal entries. Leads year-end closing processes. Prepares various financial/compliance reports throughout the year to include year-end Reporting Packages, Schedule of Expenditures of Federal Awards (SEFA)/Schedule of Federal Financial Assistance (SFFA), Indirect Cost and Lease/Lessor. Creates and manages grants and Capital Projects in the South Carolina Enterprise Information System (SCEIS).
Minimum and Additional Requirements
A bachelor’s degree in accounting, finance, business, or a related field and professional experience in a related area, such as accounting, auditing, finance, or banking.
Preferred Qualifications
A minimum of two (2) years fund accounting in SC State Government utilizing the South Carolina Enterprise Information System (SCEIS) (FI and FM modules).
Additional Comments
May be required to work extended hours as necessary during emergencies or busy times of the fiscal year. Overnight and extended stays may be required to support ongoing operations, and during attendance at conferences, workshops, off-site meetings and seminars.
