Role Overview

The Facilities Manager is responsible for owning the governance, performance, compliance, and continuous improvement of facilities management services across CCEAP sites, ensuring consistent service delivery, operational resilience, regulatory compliance, and cost-effective facilities operations.

This role leads the Integrated Facilities Management (IFM) governance model, ensuring that service providers, site stakeholders, and internal teams deliver facilities operations, including maintenance, projects, compliance, risk management, and service delivery, in line with company standards, regulatory requirements, contractual obligations, and business priorities.

The role owns key governance routines, approves facilities-related actions within defined authority, leads facilities audits and compliance reviews, drives vendor performance, and prepares executive-level reporting to support leadership visibility and decision-making.

Key Responsibilities

IFM Governance & Contract Management

  • Own the IFM governance model, including contract scope, SLAs, KPIs, service expectations, and escalation protocols.
  • Lead the implementation of governance structures, cadences, and performance management frameworks.
  • Approve service delivery actions, issue resolutions, and operational recommendations within defined authority and governance limits.
  • Ensure IFM service delivery is aligned with contractual obligations, business requirements, and agreed service standards.

Performance Management

  • Own the tracking and analysis of IFM KPIs, SLAs, and performance benchmarks.
  • Lead monthly and quarterly business reviews (MBR/QBR) with IFM providers and key stakeholders.
  • Identify performance gaps, approve corrective action plans within governance limits, and ensure timely resolution with vendors and internal stakeholders.
  • Prepare performance insights and executive-level updates on service delivery, risks, issues, and improvement priorities

Facilities Standards & Continuous Improvement

  • Own and continuously improve facilities standards for maintenance, infrastructure, workplace services, and service quality.
  • Ensure facilities standards are aligned with:
  • Philippine regulations
  • Company standards
  • Global frameworks such as ISO 41001, ISO 22301, and ESRM
  • Lead continuous improvement initiatives to strengthen operational reliability, workplace experience, compliance, and cost efficiency.
  • Approve updates to facilities guidelines, controls, and service standards within established governance parameters.

Project Governance & Budget Coordination

  • Review and approve facilities project requirements, scope, and recommendations within defined authority limits.
  • Lead governance over facilities projects to ensure alignment with scope, cost, timeline, compliance, and business priorities.
  • Provide input into facilities budgets, investment plans, and long-term facilities priorities.
  • Ensure project decisions and recommendations are supported by business cases, risk assessment, and stakeholder alignment.

Risk, Compliance & Audit Leadership

  • Own the facilities-related risk register and ensure mitigation actions are tracked to closure.
  • Lead facilities audits, compliance reviews, and readiness assessments across relevant sites and service areas.
  • Ensure compliance with safety, legal, regulatory, contractual, and internal governance requirements.
  • Approve audit action plans and monitor closure of findings, exceptions, and corrective actions.

Financial Monitoring & Cost Management

  • Monitor facilities OPEX and CAPEX budgets in coordination with Finance and business stakeholders.
  • Review and approve facilities-related costs, spend recommendations, and optimization actions within defined authority.
  • Identify cost efficiency opportunities and ensure value delivery from IFM services.
  • Track budget utilization, cost performance, and adherence to financial controls.

Stakeholder & Leadership Engagement

  • Engage functional leaders, site teams, and key stakeholders to align facilities services with business priorities.
  • Act as the key governance owner for IFM-related performance, risks, issues, and service improvement discussions.
  • Prepare executive-level reporting on facilities performance, risks, compliance, project updates, and financial performance.
  • Provide leadership with clear recommendations, decision points, and escalation items requiring attention.

Qualifications

  • Bachelor’s degree in engineering; background in Facilities Management, Business Administration, or a related field is an advantage
  • Preferably with relevant professional certification or licensure
  • Extensive experience in facilities management, including Integrated Facilities Management (IFM) governance
  • Proven track record in vendor and contract management, workplace services, maintenance operations, and site support
  • Strong knowledge of facilities compliance, safety standards, risk management, audit readiness, and Philippine regulatory requirements
  • Demonstrated expertise in KPI/SLA management, budget monitoring, cost optimization, and project coordination
  • Proficient in executive-level reporting and stakeholder presentations
  • Excellent stakeholder management, leadership, communication, problem-solving, and decision-making skills, with the ability to manage service providers, influence cross-functional teams, and drive continuous improvement across multiple sites
