We are seeking an accomplished and forward-looking executive to provide strategic leadership for the regulation of domestic commercial activity in the Cayman Islands. As head of the Department of Commerce and Investment, you will play a central role in advancing a fair, competitive and transparent business environment aligned with domestic legislation and relevant international standards. The Director is responsible for the effective administration and enforcement of licensing legislation. This senior leadership role is critical to ensuring the Department operates efficiently and effectively, while supporting the development of robust economic policy and regulatory frameworks that protect the integrity and reputation of the Cayman Islands’ commercial sector.

Role Description

  • Undertake all aspects of budgeting and strategic planning for the Department, including preparation of reports and documents for the Ministry’s approval on a monthly, quarterly and annual basis;
  • Ensure resources are available and assigned to supervise the efficient processing of all applications for the grant and renewal of licences (approximately 500 – 700 per month) under the various Licencing Acts;
  • Ensure the Department has the skill and resources to meet its service level agreement of addressing queries or complaints within 24-48 hours, is achieved;
  • Oversee the development and implementation of strategies and systems to address issues relating to anti-competitive practices in local industry;
  • Create mechanisms and structures to oversee the collection, banking, accounting and safeguarding of Department revenues ($8 million per annum);
  • Oversee and maintain a Designated Non- Financial Business and Professions (DNFBP) register and ensure a robust supervision process for all DNFBP’s;
  • Upon delegation from the Trade and Business Board or other Boards, take over processing of renewals of Licences;
  • Provide strategic direction and leadership for the Department of Commerce & Investment;
  • Ensure departmental activities align with Government Broad Outcomes and Ministry priorities;
  • Promote a culture of professionalism, accountability and service excellence;
  • Ensure effective administration and enforcement of licensing legislation governing commercial activities;
  • Oversee compliance monitoring, investigations and enforcement actions relating to regulated businesses.
  • Provide input to the Ministry on commerce licensing frameworks and regulatory policy.

Qualifications

  • A bachelor’s degree in business, Finance or other related discipline from a recognised university;
  • A master’s degree or graduate degree in a business or a related discipline is highly desired;
  • Formal education or training in the areas of project assessment, formulation and analysis, as well as in small business development would be an advantage;
  • Certification in a fraud related discipline is desired, for example ACAMS, CPE, CPA and ACCA;
  • A minimum of 10-12 years relevant leadership experience in a business environment, of which 7 years have been at a senior management level, with strong business orientation such as in finance, marketing, sales and team management;
  • Demonstrated experience in a start-up environment or in a growing company in a knowledge-based sector is highly desirable;
  • Demonstrated experience and solid understanding of superior professional customer service in order to interact with a full range of stakeholders;
  • Experience leading organisational change or operational improvements is desirable;
