Summary

Community Health Services is the largest of 7 divisions in Public Health – Seattle & King County with over 600 employees, delivering a variety of health services through the programs, partnerships, and Public Health Centers they operate. We provide family health, pediatrics, parent-child health, dental, teen clinic, health insurance enrollment services and ORCA Lift. We serve a diverse low-income population including people who are experiencing homelessness, recent immigrants and refugees, people with complex health conditions, and people with limited English proficiency. The CHS Finance Section team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change.

This position supports the division by providing financial and technical support, conducting analysis, and developing recommendations to inform program and policy development within Parent and Child Health (PCH), Access & Outreach (A&O), Best Starts for Kids (BSK) Home Based Visiting and Community Based Parenting Support (CPBS) strategies, and other CHS Programs. The position requires a high level of expertise and skills in finance/accounting, project planning/implementation, and complex research and analysis.


Note: This recruitment will be used to create an eligibility pool to fill additional Career Service, Term-Limited Temporary (TLT), or Special Duty Assignment (SDA) vacancies that may occur over the next six months.

Work Schedule

Monday through Friday, 8:00 am to 5:00 pm


Remote and Onsite Work

The Business Finance team works in a hybrid model, with 3 days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is (Chinook Building – 401 5th Ave. Seattle, WA 98104)

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department’s hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Job Duties

  • Supervise a Business Finance Office II (BFO II) posting financial transactions, P-cards, and prepaid credit cards timely and accurately.
  • Provide expertise and technical assistance to program staff in term of the requirements and regulations concerning the procurement process.
  • Coordinate with CPRES and Program Managers to compile contract exhibits, enter Agiloft, follow up to make sure the contract execution is timely.
  • Coordinate, prepare, review and/or analyze organizational requests for operating budgets; evaluate proposed expenditures for programs and perform cost benefit analyses.
  • Manage, review and report budgeted expenditures and revenues and perform budget maintenance activities such as forecasting, cost projections, cost summaries and cash flow analyses.
  • Support Program Managers with performance-based contracting that meets organizational goals.
  • Develop, prepare and review financial and operational plans and/or systems; maintain projects, databases, budget models and systems.
  • Monitor, track and report on project/program finances and make recommendations in support of established organizational goals.
  • Oversee accounting and/or financial reporting systems and financial and program audits.
  • Oversee administration and monitoring of grants and contracts.
  • Develop, monitor, and revise project budgets for grants or contracts.
  • Manage program fiscal and performance indicator data collection and reporting to produce scheduled program and budget reports.
  • Research and determine financial impacts related to changes in personnel, grant funding requirements, regulations, etc. Manage year-end processes including revenue and expenditures accruals.
  • Participate in sub-recipient site reviews, monthly contractor invoice reviews and annual in-depth sub-recipient invoice reviews.
  • Support Community Health Services Finance Manager with developing and improving CHS division financial management tools and processes.
  • Other duties as assigned.

Experience, Qualifications, Knowledge, Skills

Ideal Candidate:

  • Advanced demonstrated ability in gathering, analyzing, and presenting financial information using: Microsoft Excel (proficiency is required).
  • Knowledge and demonstrated ability applying generally accepted accounting principles (GAAP) including but not limited to: knowledge of the different methods of accounting (i.e. accrual, cash); demonstrated ability to interpret and apply existing, new, or revised accounting principles, standards, and concepts to make accounting reports accurate; demonstrated understanding of accounting terminology and application, and how to apply accounting principles and procedures to work products.
  • Demonstrated knowledge and experience with grants management including compliance, monitoring, billing and reporting.
  • Bachelor’s Degree in Accounting, Finance, Business, or a related subject and 2 years of relevant work experience; or an Associate’s Degree and 5 years of relevant work experience.
  • Demonstrated knowledge and familiarity with Uniform Guidance 2 CFR 200 or grant management.
  • Experience with complex financial analysis including understanding the impact decisions have on the program, division and department; analyzing data from a large financial management or Enterprise Reporting Planning (ERP) system; experience providing substantive analysis and recommendations; experience drafting narrative sections and explanatory tables, graphs, and charts that report program financial performance, trends, and areas benefiting from management’s attention.
  • Demonstrated ability developing and monitoring complex budgets including but not limited to: understanding of budget terminology in local government; demonstrated ability to effectively interact with program and financial staff to facilitate budget development and execution.
  • Strong written and verbal communication skills.
  • Demonstrated experience implementing internal controls to ensure financial integrity and compliance.
  • Ability to build respectful and productive relationships with internal colleagues and external clients; establish and maintain effective working relationships with multiple, diverse stakeholders.


Desired Candidate:

  • Certified Public Accountant (CPA), Certified Management Accountant (CMA), Certified Grants Management Specialist (CGMS) or other equivalent professional designation.
  • Advanced knowledge of grants management, accounting, audit, and public sector budgeting.
  • Two years of relevant experience in finance or business.
