Broad Function

The Vice President, Operations – BIS is responsible for leading the execution, performance, and strategic direction of union-based operations across a designated geographic region. This role is fully accountable for safety, operational execution, labor productivity, and financial performance, ensuring alignment with company objectives and customer requirements.

The position partners closely with Business Development, Estimating, and Commercial teams to drive growth, strengthen operational planning, expand into new end markets, and develop sustainable cost-control strategies that improve margins and operational performance. The role maintains strong relationships with union leadership and key customers to support long-term, scalable growth.

Essential Functions

Operational Leadership & Execution

  • Lead and oversee union operations across multiple projects and customers with full accountability for safety, execution, labor productivity, and financial results
  • Ensure operational excellence and consistent execution aligned with company standards, bid assumptions, labor models, and customer contract requirements
  • Drive implementation of company strategies while fostering a high-performance, collaborative culture

Financial Performance & Cost Management

  • Own P&L performance, ensuring delivery against revenue, margin, and cost objectives
  • Develop and implement cost-control strategies focused on labor efficiency, equipment utilization, and indirect spend reduction
  • Partner with Finance and Project Controls to improve forecasting accuracy, job cost visibility, and financial discipline
  • Establish regional operating plans, budgets, and capital plans, and manage performance against those targets

Commercial Leadership & Growth

  • Partner with Business Development, Estimating, and Commercial teams to lead customer pursuits, pricing strategies, and contract negotiations
  • Provide operational leadership in developing competitive execution strategies that enhance win rates and profitability
  • Drive organic growth within existing accounts by identifying expansion opportunities, increasing share of wallet, and improving service delivery
  • Expand operations into new end markets and diversify the business mix, including the development of light industrial customer segments
  • Build and maintain relationships with key decision-makers across target customers and industry sectors
  • Ensure operational readiness and alignment to support new work, market entry strategies, and geographic expansion

Labor Relations & Workforce Planning

  • Build and maintain strong relationships with union leadership and labor partners
  • Ensure compliance with collective bargaining agreements, workforce requirements, and labor strategies
  • Lead workforce planning to optimize staffing levels, craft utilization, and resource allocation across projects

Performance Management & Continuous Improvement

  • Monitor and drive operational performance using key metrics including labor productivity, overtime, schedule adherence, gross margin, and forecasting accuracy
  • Lead continuous improvement initiatives to enhance efficiency, reduce costs, and improve customer satisfaction
  • Develop and implement standardized operating procedures and best practices to drive consistency and scalability

Leadership, Culture & Organizational Development

  • Promote and reinforce Brock’s Bsafe and Bbest culture across all operations
  • Build and lead high-performing teams, ensuring clear accountability, performance management, and leadership development
  • Assist in the development of succession plans that strengthen the regional leadership bench

Customer & Strategic Relationship Management

  • Serve as a senior operational leader for key accounts, strengthening executive-level customer relationships
  • Partner with commercial leadership to drive long-term account growth and retention strategies
  • Support the development of strategic account plans aligned with company growth objectives

Risk Management & Compliance

  • Identify, assess, and mitigate risks related to labor availability, execution, customer demands, and profitability
  • Ensure compliance with company policies, safety standards, and all applicable laws and regulations
  • Evaluate operational performance on an ongoing basis and provide regular reporting to senior leadership

Working Conditions

  • Work environments include office, field, yard, and shop locations
  • Frequent travel required within the region
  • Use of Personal Protective Equipment (PPE) is required in field environments

Skills & Abilities

  • Strong leadership capability with experience building and leading high-performance teams in labor-intensive environments
  • Deep understanding of union labor environments, workforce planning, and labor relations
  • Advanced financial acumen, including P&L ownership, budget management, forecasting, and margin optimization
  • Strong commercial acumen with demonstrated ability to drive customer growth, expand into new markets, and support business development strategies
  • Proven ability to drive operational efficiencies and implement sustainable cost-reduction initiatives
  • Ability to balance customer expectations, operational execution, and profitability in complex, fast-paced environments
  • Strong strategic thinking, problem-solving, and decision-making skills
  • Excellent communication, negotiation, and stakeholder management skills

Education & Experience

  • Bachelor’s degree or 10+ years of progressive leadership experience in industrial services or similar operations
  • Minimum 5+ years in senior operations leadership (e.g., General Manager, VP Operations, Area Manager) with multi-project and regional responsibility
  • Proven track record of managing and growing P&L performance
  • Experience leading union and labor-intensive operations strongly preferred
  • Demonstrated success in driving strong safety performance and operational excellence
  • Proven ability to recruit, develop, and retain high-performing operations teams
  • Strong knowledge of safety regulations, and industry best practices
  • Relevant certifications (NACE, NCCER, PMP, PMI, etc.) preferred
