Job Purpose:

  • To lead, direct, and strategically manage the Financial Market Infrastructure & Payments function and the Projects and Change function ensuring robust operation, effective oversight, and continuous development of national payment systems and related financial market infrastructure. The role is responsible for driving the delivery of safe, secure, efficient, and innovative payment services, while advancing strategic initiatives, ensuring regulatory compliance, and fostering a culture of continuous improvement across the Bank’s payments ecosystem.
  • The role requires full accountability and full operational and functional responsibility for the Bank’s Primary Payment Systems namely, the Core Payment System, Payment Acquisition Platform and MTEUROPAY.
  • Through this function, the Bank will act as a Banker to the Government, as well as to the banking community, and will promote sound and efficient payment and securities settlement systems.

Technical I Functional Responsibilities:

  • Lead and strategically manage the Financial Market Infrastructure & Payments function, overseeing planning, being accountable for Information System changes and releases within the given function, resource allocation, team development, and acting as the primary point of contact.
  • Ensure the safe and efficient operation of the payment systems and settlement infrastructure (including TARGET Services, SEPA, SWIFT, FCY, Payment Acquisition Platform (PAP) and MTEUROPAY), maintaining high standards of performance, resilience, and compliance.
  • Ensure that all systems going into live status are adequately tested (including the co-ordination of testing) and staged in accordance with best practice, and that clearances and supporting documentation is available in a timely manner.
  • Drive stakeholder engagement and coordination across internal and external parties to support seamless payment channels, digital platforms, and market systems.
  • Oversee the delivery of strategic initiatives, including system enhancements, modernization programs, and the implementation of innovative payment and infrastructure solutions, including the digital euro, and solutions compatible with Pontes and Appia.
  • Support the Bank’s outreach activities related to such strategic initiatives.
  • Develop and strengthen risk management and resilience by enforcing robust operational risk frameworks, business continuity planning, and regulatory compliance.
  • Develop and execute the function’s strategic roadmap, including policies, procedures, and standardization of processes to enhance efficiency and governance.
  • Provide leadership reporting and insights, delivering performance metrics, analysis, and recommendations to senior management and committees.
  • Build and manage key relationships with the Eurosystem, regulators, service providers, partner institutions, and technology vendors.
  • Drive operational excellence, including quality assurance, process optimization, and the identification and mitigation of business and operational risks.
  • To serve as the secretary for the Payment System Participation Review Board.
  • Represent the function in local and external committees, including ESCB and other European fora as required.
  • Undertake additional responsibilities as required to support the Bank’s strategic and operational objectives.
  • Performs any other duties that may be assigned from time to time.

Experience and Qualifications

  • A bachelor's degree at MQF Level 6, preferably in Banking and Finance or Management or Business or Technology or a related discipline and at least six years' professional experience in a payments environment and demonstrate proven ability to perform the tasks pertaining to the position. Consideration will be given to candidates who hold a professional certification in a closely related area and possess a minimum of ten years’ professional experience in a payments environment and demonstrate proven ability to perform the tasks pertaining to the position.
  • A minimum of three years of management experience[1] is essential.
  • A Master’s degree at MQF Level 7 is considered an asset.
  • Strong understanding of clearing, settlement, digital payments, and operational workflows.
  • Experience in payments, financial market infrastructure, banking operations, or related regulatory environments.
  • Proficiency in the use of Microsoft Office.
  • Must believe in self-development to enhance own knowledge in the various system modules in order to act as a point of reference.
  • Must be proactive in problem solving and must have a high level of attention to detail.

[1] Management Experience includes years of continuous creditable experience in: people management tasks, such as having been an office manager or responsible for direct line management of staff; mentoring; leading a team in projects, policymaking, and decision taking; and co-ordinating the work of different staff members.
