This position assists with the daily banking and cash management activities for the government. The role provides administration to government bank accounts and its users, and its card payment provider and its users. The position also assists the Banking Officer in monitoring and analyzing current and future cash positions to ensure effective liquidity management. Collaboration and teamwork are crucial, as the position works closely with the Division to support its objectives and ensure efficient operations.

DUTIES

  • Ensure deposits, excess bank balances, and credit card revenues are transferred to the Province’s General Government account on a timely basis.
  • Review monthly bank fee reports, ensuring fees are accurate according to contract, entered into working papers, and reconciled in Oracle. Communicate with account manager if mistakes are found to receive a refund.
  • Administer online banking users access and make changes as necessary.
  • Serve as a point of contact for payment processing card services, escalating complex issues to card service supplier senior staff.
  • Reconcile payment processing card fees to the Oracle account.
  • Review payment processing card fee worksheets to confirm charges align with contract, and consult with supervisor on any found issues.
  • Enter all loan issuances into Oracle for payment to Crown Corporations/Municipalities.
  • Enter all pre-authorized debits into Oracle, and communicate with Comptroller’s Office on entries for loan interest and principal payments.
  • Assist the Banking Officer with the Treasury Board memorandum for renewal of committed and uncommitted line of credit yearly, and review and recommend amount changes as needed.
  • Enter liquidity reserve wire payments to financial institutions for new investments, and confirm receipt of funds.

MINIMUM QUALIFICATIONS

  • University degree with a major in finance, business or a related field.
  • Considerable experience in banking, finance and/or accounting.
  • Demonstrated equivalencies will be considered.
  • Training and proficiency in software applications supplied by external service-providers, as well as word-processing and spreadsheet products such as Word Perfect, Excel, Windows, Oracle, Microsoft Outlook, PowerPoint, etc.
  • Strong analytical skills and the ability to evaluate financial data, identify trends, and provide recommendations for decision-making.
  • Strong interpersonal skills (both oral and written) and the ability to work as part of a team in a complex environment while maintaining effective, good relations with other key employees across government.
  • In-depth knowledge of numerous software systems used in the operations and reporting of various programs for general government and Crown agencies.
  • Must register and complete Canadian Securities Course within 4 years.

OTHER QUALIFICATIONS

  • Several years banking experience would be a definite asset.
  • A Master’s degree in finance (MSc) or business (MBA) is an asset.
  • A CPA or CFA designation is beneficial.
  • Prior completion of the Canadian Securities Course (CSC) is an asset.
  • Ability to maintain a high level of confidentiality and discretion when managing sensitive information.
