Job description

We are hiring for a Head of Finance and Commercial who will set strategic direction, lead a high-performing and inclusive function, and provide credible financial leadership and assurance while overseeing commercial risk.

As Head of Finance and Commercial, you will provide strategic financial leadership, ensuring strong financial stewardship and overseeing commercial activity to deliver value for money and support organisational delivery.

This role involves managing a finance and commercial function at an early stage of organisational development, requiring both strategic leadership and hands-on oversight as the function is established and matured.

You will be accountable for ensuring that commercial activity across the Agency delivers value for money and complies with government standards.

You will provide expert financial advice to senior leaders, establish robust governance and controls, and ensure compliance with HM Treasury and government financial management standards.

You will work closely with the Executive Team to shape financial strategy, oversee resource management, and ensure finance and commercial services support organisational performance and sustainability.

You will lead the development of the Agency’s Finance and Commercial capability at a formative stage, ensuring it is aligned to organisational priorities and supports effective delivery “This role involves managing a finance and commercial function at an early stage of organisational development, requiring both strategic leadership and hands-on oversight as the function is established and matured.

Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 30 hours over 4 days per week.

Key responsibilities:

  • Lead the Finance and Commercial functions, setting direction and ensuring effective delivery
  • Provide strategic financial advice to senior leaders to support decision making
  • Oversee budgeting, forecasting and in-year financial management
  • Ensure compliance with Managing Public Money and government control
  • Oversee commercial activity, providing leadership, challenge and assurance to ensure value for money and compliance
  • Strengthen financial governance, risk management and internal controls
  • Build finance and commercial capability across the organisation
  • Lead and develop high-performing teams, supporting wellbeing and professional development

Essential criteria:

Leadership of a finance function

  • Experience of leading a finance function or service, setting strategic direction, building inclusive and high-performing teams, and ensuring effective delivery.

Public sector financial expertise

  • Strong knowledge and practical application of public sector financial frameworks (e.g. HM Treasury guidance, Managing Public Money, Cabinet Office Spend Controls), or equivalent experience of operating within robust financial governance and control frameworks, with the ability to apply this knowledge in a government context.

Commercial judgement

  • Experience of overseeing commercial activity, providing leadership, challenge and assurance to ensure value for money and compliance.

Influencing senior stakeholders

  • Experience of advising and influencing senior stakeholders to support effective decision making.

Organisational improvement and capability building

  • Experience of leading improvements to finance and/or commercial capability, including strengthening governance, processes or systems to support effective delivery.

Desirable criteria: 

  • Full Professional CCAB/CIMA qualification with significant post qualification experience
  • Experience of working in or supporting organisational change or transformation
  • Experience of working in a regulatory, enforcement or arm’s length body environment
