·      ROLE SUMMARY

The Head, Finance and Performance Analysis serves as the analytical core of the Finance and Planning Division at Chokchey Finance Plc. This role leads business planning, financial performance analysis, management reporting, regulatory report review, and cost control. The incumbent translates financial data into strategic insights that drive institutional decision-making, ensuring all outputs meet the standards of the CEO, National Bank of Cambodia (NBC), and other key stakeholders.

·      KEY RESPONSIBILITIES

A. Business Plan & Performance Analysis

·      Lead preparation of the Annual Business Plan (ABP) including portfolio growth targets, revenue projections, expense budgets, P&L simulation, and capital adequacy forecasts.

·      Conduct branch-level and product-level performance analysis; identify variances and root causes against plan.

·      Prepare the Monthly Strategy Review deck (P&L, portfolio, growth plan, financial ratios) for CEO and senior management.

·      Analyze disbursement trends, WAIR compression, and cost-of-funds movements; provide ALCO input and scenario models.

B. Review of Financial & Regulatory Reports

·      Review all financial statements (Balance Sheet, P&L, Cash Flow) prepared under CAS and CIFRS for SMEs standards.

·      Conduct technical review of all NBC regulatory submissions prior to sign-off for weekly, monthly, quarterly such as Financial Reports, Solvency Ratio, Weighted Average Interest Rate (WAIR), Restructured Loan Portfolio, KHR Ratio, SDD, and RPPI, etc.

·      Ensure completeness, accuracy, and timeliness of all regulatory filings; maintain a regulatory calendar.

·      Support CIFRS transition workstreams including ECL/impairment model review, EIR calculation, deferred tax, and GL mapping.

C. Management Reporting

·      Produce all management reports for the CEO, Board, ALCO, Credit Committee, and Division Heads.

·      Prepare daily Cash Position and Fund Disbursement briefs for CEO (trilingual EN/KH/KO format).

·      Prepare borrowing facility utilization reports, drawdown schedules, and funding gap analyses for treasury and ALCO.

·      Maintain a master reporting calendar and ensure zero missed deadlines across all management and regulatory deliverables.

D. Cost Controlling

·      Own the operating expense (OPEX) budget; track actuals against budget monthly with full variance commentary.

·      Analyze cost drivers across branches and central functions; identify inefficiencies and recommend optimization measures.

·      Prepare the monthly cost variance analysis report including Operating Expense Ratio (OER) trends.

·      Review and evaluate expense requests for alignment with approved budget lines and company procurement policy.

·      JOB REQUIREMENTS

Education

·      Bachelor’s degree in Finance, Accounting, Economics, or Business Administration (required).

·      Master’s degree, CPA, or ACCA qualification is a strong advantage.

Professional Experience

·      Minimum 5 years of progressive experience in finance, FP&A, or regulatory reporting within a bank or MFI.

·      Demonstrated experience in business planning, budgeting, financial modeling, and management reporting.

·      Experience with NBC regulatory reporting frameworks for MFIs or banks is a strong advantage.

Technical Skills

·      Advanced proficiency in Microsoft Excel (financial modeling, pivot tables, dynamic formulas) and PowerPoint.

·      Solid understanding of CAS, CIFRS for SMEs, and NBC prudential regulations (R115, WAIR, Prakas 578 TOI).

·      Knowledge of IFRS 9 ECL concepts or incurred loss impairment methodology.

·      Familiarity with core banking systems and financial reporting tools.

Competencies & Soft Skills

·      Strong analytical and structured thinking; able to translate complex data into clear, action-ready management insights.

·      High attention to detail with ability to maintain accuracy under tight deadline pressure.

·      Self-directed, results-oriented, and comfortable working in a data-first, leadership environment.

·      Fluent in Khmer and English (written and spoken); Korean language is an advantage.
