Context

This assignment supports UNICEF’s financial operations by ensuring compliance with national VAT regulations and organizational policies, enabling efficient programme implementation and safeguarding resources for children and communities most in need.

Description of Duties

  • Manage invoice registration and tracking, ensuring timely workflow for certification and approval.
  • Review vendor invoices to identify VAT components and determine eligibility for exemption.
  • Initiate, prepare, and submit VAT exemption requests and supporting documentation to VAT authorities.
  • Coordinate closely with programme, supply, logistics, and finance sections to ensure accurate invoice certification, SES creation, and goods receipt confirmation.
  • Follow up with VAT authorities to secure timely exemption confirmations and communicate decisions to internal stakeholders and vendors.
  • Submit certified invoices to the VISION Hub for payment processing with complete documentation.
  • Maintain an up‑to‑date registry of VAT exemption requests, correspondence, approvals, and supporting files.
  • Ensure proper filing and audit trails in compliance with internal and external audit requirements.
  • Identify process bottlenecks and recommend improvements to strengthen VAT exemption workflows.
  • Support finance section activities, including audits, internal reviews, and drafting official correspondence.

Profile Requirements

  • Bachelor’s degree in accounting, finance, business administration, or a related field.
  • Minimum 3 years of experience in finance, accounting, or financial operations.
  • Experience with VAT, taxation procedures, and financial compliance is highly desirable.
  • Strong attention to detail, organizational skills, and ability to meet deadlines.
  • Excellent coordination and communication skills.
  • Ability to work independently and collaboratively in a challenging environment.
  • Fluency in Arabic and English.
