Overview:
The Finance Analyst – Activity Based Funding (ABF) is a key member of the Financial Planning & Performance team (FP&P) and has a wide range of responsibilities within the Finance Department of St. Vincent’s University Hospital.
The post-holder will provide support to the Head of Financial Planning & Performance by effectively and efficiently managing a variety of accounting aspects within the Finance Department. They will be an active member of the Finance Management Team.
The main purpose of this role is to take lead responsibility for the implementation of the funding mechanism of Activity Based Funding and reporting on Specialty costing.

Key Duties and Responsibilities:
Manages the Hospital’s performance in relation to Activity Based Funding (ABF) and Speciality Costing including:
- Lead and provide direction on the implementation of Activity Based Funding (ABF) within the hospital.
- Assist with the management of ABF, preparation of the annual Specialty Costing and Patient Level Costing (PLC) returns. Maintaining a collaborative relationship with HIPE/Management Information Departments/HPO.
- Continue the design, development and implementation of decision support through business intelligence, Patient Level Costing etc. To include support for business cases, research projects, hospital initiatives, etc
- Provide the Head of FP&P with required monthly reports in relation to the ABF performance of the Hospital.
- The ability to work successfully within a team with a focus on quality of work, speed of execution, attention to detail and results is vital to success in this role
- To oversee and manage the workload of the Costing Division (1 WTE) to ensure high levels of effectiveness and the timely completion of all deadlines.
- Analysing and interpreting all related data, both produced by the Hospital or by third parties (e.g. HPO etc.), to understand how the Hospital is performing in relation to ABF/ Patient level costing (PLC).
- Ensuring all required data is reviewed for accuracy and submitted to the Healthcare Pricing Office (HPO) in accordance with agreed deadlines.
- Prepare accurate extract files for upload within the timeframe set down by the Healthcare Pricing Office (HPO).
- Review the financial and activity performance under ABF and provide supporting value added information to promote effective decision making at budget holder level. Recommend and promote cost control initiatives when deemed necessary.
- Working closely with the HIPE function to ensure that the required clinical coding is generated effectively and efficiently.
- Developing and implementing plans, in conjunction with Clinical Directors/Senior Management, to continuously improve the hospital’s performance in relation to ABF/PLC.
- Establish effective operational relationships with the Healthcare Pricing office, their PLC team, other HSE bodies and hospitals.
- Streamline reporting structures, benchmark hospital performance and handle queries as they arise.
- Set up systems of data capture across a variety of hospital operating systems.
- Participate in the development of relative value units (RVU’s) for use in the patient level costing process (PLC).
Developing the Finance Function’s capability in relation to:
- Enhance and develop the forecasting and costing mechanisms within the finance function and develop a clear understanding of what is driving costs.
- To assist the Director of Finance and the Senior Finance Management team in the discharge of their duties and to undertake assignments as required.
- Detailed financial performance reporting. Investigate and report on significant issues driving the financial performance of the hospital. Provide recommendations to promote continuous improvement and identify corrective action in relation to adverse variances.
- Participate in developing financial information in relation to planned service developments in conjunction with hospital management and adhoc service costing initiatives.
- To provide cross cover for other staff within finance department and undertake a full range of duties
