Position Overview
The Vice President, Compliance is responsible for leading the enterprise-wide insurance compliance program across BCS Financial Corporation and its subsidiaries, ensuring adherence to federal and state regulatory requirements in all 50 states, Washington D.C., Puerto Rico, and Bermuda. This role oversees the design, implementation, and ongoing management of compliance initiatives, including regulatory filings, certificates of authority, market conduct exams, and DOI complaint management. The VP partners closely with business leaders to develop new products and initiatives that are both innovative and fully compliant with insurance laws and regulations. They will also provide leadership on advertising review, third-party administrator (TPA) oversight, and overall corporate governance policies to mitigate legal and operational risks. This highly visible position is key to maintaining BCS’s strong reputation with regulators and supporting its growth strategies in accident and health, property and casualty, and life insurance markets.
This role will report to the General Counsel & Secretary.
Essential Elements
Lead the design, implementation, and ongoing management of the corporate insurance compliance program across all licensed jurisdictions.
Maintain compliant rate, rule, and form filings in all states, D.C., Puerto Rico, and Bermuda, ensuring product documentation meets regulatory standards.
Manage and oversee the maintenance of certificates of authority and corporate licensing across all jurisdictions.
Direct the handling of market conduct exams, regulatory audits, and Department of Insurance (DOI) complaint responses.
Review and approve advertising materials, ensuring compliance with applicable insurance advertising laws and best practices.
Oversee compliance-related activities of Third-Party Administrators (TPAs), Managing General Underwriters (MGUs), and other external business partners.
Advise senior leadership and business teams on the compliance implications of new insurance products, services, and operational initiatives.
Collaborate cross-functionally with Legal, Underwriting, Actuarial, Claims, and Product Development to ensure compliance is integrated into strategic business planning.
Monitor regulatory changes and proactively update compliance policies, procedures, and training programs.
Serve as the primary liaison to state departments of insurance and other regulatory agencies on compliance matters.
Support the company’s SOC 2 Type II, cybersecurity, data privacy, and other operational compliance initiatives.
Promote a culture of compliance awareness and foster strong relationships with internal and external stakeholders.
Education & Certifications
Juris Doctor degree from accredited law school required
Licensed to practice law required
Insurance professional designation (e.g. CPCU, CLU, FLMI) a plus
Data privacy and security knowledge a plus
Experience
Minimum 5-7 years of legal experience with a law firm, insurance or reinsurance organization
Drafting and interpretation of insurance policy language
Interpreting and advising on statutory and regulatory requirements
Structuring and planning insurance product offerings
Managing and negotiating with insurance regulators on compliance matters
Managing responses to market conduct examinations
Recent experience in a strong customer-centric environment
Background in a variety of life, health, casualty and liability insurance products is desirable
Knowledge and expertise regarding, agent/broker licensing, company licensing (COA), ACA and Blue Cross Blue Shield system is desirable
