The Director, Research Finance and Compliance provides strategic and operational leadership for the financial management, regulatory compliance, and long-term sustainability of SLUHN Clinical Trials and Research programs within the Clinical Trials and Research department.
JOB DUTIES AND RESPONSIBILITIES:
Provide strategic and operational leadership for the financial management, compliance, and sustainability of SLUHN Clinical Trials and Research programs, inclusive of strategic goal and objective setting, department level and individual study financial health, pre- and post-award financial operations, billing compliance, and financial reporting requirements
Ensure compliance with all applicable Federal regulations and institutional policies for research finance management, including the Code of Federal Regulations (CFR), Good Clinical Practices (GCP), Fair Market Value (FMV), sponsor-specific requirements, and all relevant rules and regulations from CMS, HHS, NIH, NSF, and other regulatory bodies, as well as all rules governing billing compliance in human subject research
Oversee and perform budgeting, forecasting, and financial reporting for the department and all clinical trials and research programs and studies; monitor and mitigate financial risks to ensure the sustainability of research initiatives, collaborate closely with research, medical, and administrative leadership, as well as faculty, to align financial strategies with institutional research goals
Lead and manage a team of research finance and compliance professionals including direct supervision, hiring, onboarding, training, assigning work, evaluating performance, monitoring work progress, and provide ongoing mentorship ensuring training and development to meet the evolving needs of the program, fostering a culture of accountability and continuous improvement
Review and analyze all clinical research protocols, Informed Consent Forms, Clinical Trial Agreements, and other study-related documents to identify billable procedures, tests, and other services driven by the protocol; ensure alignment and compliance with financial and billing requirements safeguarding both financial integrity and regulatory compliance across all clinical studies
Collaborate with study teams, including clinical trial managers, study coordinators, principal investigators, and other key stakeholders to accurately capture all study related costs; ensure costs are reflected in clinical study budgets and contracts, including the application of appropriate research rates for Current Procedural Terminology (CPT) and Healthcare Common Procedure Codes (HCPCs), as well as time and effort rates for clinical and administrative services to conduct the research
Oversee research billing compliance including the timely preparation of compliant clinical study Coverage Analysis (CA), cost analysis, and internal/sponsor budgets, including facilitation of contract and budget negotiations within study start-up timelines and the identification and mitigation of potential legal and financial risks associated with overall study conduct
Collaborate with Network finance and billing departments to ensure accurate and compliant billing of clinical research encounters by reconciling charges against coverage analyses, resolving discrepancies, supporting billing workflows, and ensuring correct payer assignment for research-related services; provide guidance to research staff on documentation requirements and partner with finance teams to monitor trends, address billing issues, and improve charge capture processes
Manages sponsor invoicing, collections, receivables, and payment posting for clinical trials and research, ensuring timely and accurate billing, revenue recognition, and financial reconciliation; oversee tracking of sponsor payments against milestones, resolve discrepancies, and collaborate with finance teams to maintain audit-ready records and ensure alignment with study budgets and contracts
Oversee post-award financial management of clinical trial and grant funding to ensure proper allocation of funds, compliance with sponsor agreements, and optimization of cost recovery. This includes managing indirect cost allocations, applying appropriate fee structure and algorithms, and partnering with stakeholders during sponsor negotiations to support sustainable financial practices
PHYSICAL AND SENSORY REQUIREMENTS:
Requires sitting for up to seven hours per day, 5 hours at a time. Standing for up to 4 hour per day, 3 hours at a time. Requires frequent fingering, handling and twisting and turning. Occasionally requires lifting, carrying and pushing and pulling objects weighing up to 20 pounds. Occasionally requires reaching above shoulder level. Must have the ability to hear as it relates to normal conversation, seeing as it relates to general vision.
EDUCATION:
Master’s degree required (MBA highly preferred) in Finance, accounting, Business administration, Healthcare Administration, or a related field required with 7+ years of direct experience in research finance, grants management, or compliance in an academic medical center, hospital network, or research institution required; will accept a bachelor’s degree with 10+ years of direct experience as outlined above. Research or compliance related certification highly preferred (CHRC, CCEP, ACRP, SoCRA).
TRAINING AND EXPERIENCE:
Proficient in Microsoft Office Programs: Word, Excel, PowerPoint, Outlook, Teams; Epic EHR; Workday; internet functions required. Proficient in applicable research policies and regulations including The Centers for Medicare & Medicaid Services (CMS) billing compliance, CMS National Coverage Determination (NCD) 310.1, as well as expertise in coverage analysis, complex study budget development and negotiation, business review of clinical trial agreements and associated payment terms, and clinical research revenue cycle management required. Knowledge of Federal research funding regulations, such as 2 CFR Part 200 (formerly OMB A-133), NIH & NSF Grant Compliance, as well as institutional compliance programs. Knowledge of FDA regulations for clinical trials including 21 CFR Part 312, 21 CFR Part 812, 21 CFR Part 50 & 56 and Good Clinical Practice (GCP), Fair Market Value (FMV) standards.
